What no download means here

A PCder game should run from the web page or an iframe. The player should not need a desktop installer, app store package, or separate launcher.

Some games may store progress or high scores in the browser. That is different from installing software on the computer.

Why static builds help

Static HTML, CSS, and JavaScript builds are easier to host, review, and reopen later. They also fit a small catalog better than games that need accounts or a server-side profile.
